IRCC Introduces Faster Path to Canadian Citizenship for Some Foreign Nationals
Historically, Canadian citizens could only pass citizenship to children born abroad if the parents were born in Canada. This rule, the first-generation limit (FGL), is under review and may expand to include a second-generation cut-off if Bill C-71 is passed. This change could allow more foreign nationals to claim Canadian citizenship. IRCC will announce updates on June 19, 2024.
In preparation, IRCC has introduced interim measures to expedite citizenship for some applicants.
IRCC’s New Interim Measures
The new measures apply to those needing urgent processing who may be affected by the FGL rule:
Applicants who requested urgent processing for citizenship proof, subject to the FGL rule change.
Applicants with ongoing applications impacted by the FGL rule, previously delayed, now requesting urgent processing.
Eligible applicants will be notified that the FGL rule is enforced but can apply for a discretionary grant of citizenship. If eligible, the Immigration Minister will process their application.
Eligibility for Urgent Processing
Applicants must prove urgency for one of three reasons:
Access to benefits (e.g., pension, health care, SIN).
Proof of Canadian citizenship for employment.
Travel to/from Canada due to family death or serious illness.

Supporting documents (e.g., plane tickets, employer letters, doctor's notes)
Application Process
Eligible applicants can apply online or on paper but should avoid duplicate submissions. Lost citizenship certificates can be replaced, or certain documents can serve as proof.

Naturalization certificates (pre-1947)
Registration of birth abroad certificates (1947-1977)
